  4.  @cedriccrawford4231  You can see the holes in the video. When you're pulled over, you get your plates ran. He just got in trouble for carrying. So, then you call in more. It could also be a set up that they do sometimes in certain areas/roads. We have a rd here where ppl speed all the time, every once in a while, they'll patrol it in unmarked cars and get ppl who speed or whatnot.

(And just for info, they all pulled at the same time, which was after he stopped complying and was putting his window up and wouldn't listen. Around the second when the woman grabs at his door)
