  1. This is the strongest argument the CCP has for an authoritarian government. In such a huge populated country, which is ALWAYS at massive threat of floods, they need to be able to act quickly. Im not defending or supporting the CCP... trust me. Im just saying, this is doubly bad. The damage is bad, but its also bad the CCP will use this as a reason to maintain such a strong hold.
