  2.  @rmas32  Pacing is set in case law as an estimation of speed. It's not an exact measurement. This is why the officer who issued the ticket has to be there in court if it's contested. Also, if you were a police officer, you would know that celebrations are a policy set by that particular department. Every department is different from any number of policies.

  6. @rmas32  It appears that someone is insecure, but I'm not certain you are in a position to make such a judgment. You chose to engage in deflections and personal attacks rather than addressing the substance. For instance, you did not appear to comprehend that different departments may have policies that differ significantly. You also did not understand that pacing is regulated as an estimation under law. Both of these are common occurrences that police officers would be familiar with.
