  2. Being homeless is already a crime. I don't know how it is being punished, though. I don't think they go to jail (yet), but maybe they are force to pay any sum of money.

  3.  @soulknife20  Exactly, @soulknife. The thing is, once you are homeless, you are effectively not a citizen anymore. In many countries, you need to have a permanent residence in order to be allowed to vote and certain other things, depending on the country.
