From my understanding it's because the AR-15 can tecnically be regarded as a hunting rifle, which like Hasan said isn't illegal, not even for a minor. I say tecnically, because why would one need a semi-auto for hunting? Successful hunting depends on percise shots, not multiple rounds fired into nowhere. Also ARs are literally the first choice of weapon when it comes to school sh**tings.
