His entire role in this movie is confusing as his horrible ability to be a good assassin. First, it seems like the "I bet your pardon" people, who are CIA I assume, hired him at the start who was looking for the package. Somehow, Pete found the package, had it in his hands, and instead of just running away with it somehow gave it to Seagal. At the end of the movie, despite the fact the guy who they were delivering the package to is shot by Pete himself, he still wants the package. The package contains information about the guy he shot who shot down a plane carrying his wife's lover which again was not figured out by anyone but Seagal who knew his name that was never mentioned by anyone else in the film. Overall Pete's role was never explained, he kept getting killed for no reason, and the three times he came across the package that he seems to want, he didn't even tried to walk away with it. I honestly don't think when Seagal wrote this movie he meant for Pete to be killed off so many times. I think instead Seagal completely forgot he killed him and had him re-killed and the director and Pete were probably both trying to explain to Seagal about it but he probably protested by running off to his trailer.
