You know I thought about it why these movies tend to not be faithful to the original storyline and I figured something out based on my Steam profile. Half the players don't even complete the game! So in my Steam profile, I enable Global Achievements for RE2 Remake, right, and it says that 49.9% of players completed Leon story and got the achievement. Claire's storyline is only 37.4%. Even more so RE1 Remake, complete the game with Jill only has 22.3% of players getting the achievement. Granted it's an older game but proves my point that a vast majority of players don't even complete the game. So making up a random story for the movie seems like it would work in that a vast majority of people would just remember bits and pieces of the original game but never completed any of the games. So if they are faithful to the original story, only a very small subset of people would really "get" it and the rest are left wondering. Basically they lock money out from a huge potential market by being faithful to a handful of players.

The core of the resident evil story is a pharmaceutical company developing a bio weapon. I guess in that sense the movie got the core story right but just that when you think about everything else the game is pretty much just puzzles to advance the story and the movie has to fill in the blank in between. Personally I think they should have simply abandoned the core story of the bio weapon and just stuck with the survival aspect of it that seems to work with a lot of better zombie films out there like Dawn of the Dead or Day of the Dead. Regardless as Space Ice said, the movie franchise made a lot of money so it doesn't matter it stinks.
