  1. I think it is too early to tell, to be honest. You left out some other wage hikes too like health care workers will get a $18, $21, or $23 an hour depending on what they do. So it's not just fast food workers getting the pay hike. I also don't think employers will look to their lawyers and try to find loopholes, which I'm sure will exist as many of these kind of laws depend on number of employees and what type of restaurant. I'm thinking they'll probably remove a bulk of the workforce by removing public bathrooms and eating areas and even removing the teller and keeping it a kiosk system will reduce the cost by hundred of grands per restaurant.
