  1. The socialists are too corrupt and incompetent to even get the oil out of the ground. It doesn't matter how friendly the Biden administration is, no one trust the socialists enough to business in a country with a reputation of stealing from their business partners. Without this investment, the Venezuela state oil company can't even get the parts and technology needed to maintain their equipment.
