  1. The toilet seat is interesting. The US military doesn't use Chinese parts, so mass produced toilet seats are not an option and they basically have it custom made. However, the real cost driver is labor. Due to poorly made contracts with military contractors, only the contractor could make the repair. That means they are paying an engineer to install a toilet seat at a huge hourly rate instead of getting an airforce mechanic to do it for free. It's not embezzlement. It's not clandestine weapons programs. It's just government incompetence and inefficiency.
