Macron only wants an EU army, so French weapons manufacturing would have a competitive edge over American manufacturers in such a system.

Politicians care about American jobs. Shareholders do not. If manufacturers can make money through licensing or building in foreign countries, then they will. However, congressmen will protect the weapon factories in their district from loosing to foreign suppliers.

Congressmen are super protective about keeping weapons manufacturing in their district. The weapon manufacturers could care less about where it is being built.

Europe chooses this in order to spend less on the military. Russia wants to be equals to China but circumstances don't make this possible.

That isn't dissimilar to the US where Congress continues to argue whose district or state that weapon manufacturers are going to build their factories in. Just look at how Biden moved the new Space Force headquarters from a Republican state to a Democrat state.
