  2.  @GoogleLover-r9e  The Russia constitution only allows two consecutive terms, so after two terms, Putin became Prime Minister with a puppet as president. Putin then ran for two terms again. Now, Putin is changing the constitution to allow himself to run two more terms. Russia isn't a democracy, but Putin isn't a Czar, so he has to at least pretend that he is an elected president by popular vote to give the people the illusion of legitimacy.
