  1. It's safer to go after them during the selling process than during the robbery. They murdered a retired cop, because the crooks wanted to attack the investigative journalists.

  3.  @ihatetheantichrist5336  They get the same charges and the same jail time if you catch them during the crime or after it happens. It is literally the same deterrence. If anything, if you wait for them to sell stolen goods over state lines, then you can charge them with a federal crime.
