  3. India is still buying Russian oil at a discount, so there is less revenue for Russia. In addition, India sells this as diesel to Europe, which pushes out Russia value-added fuels from the market. This arrangement, while not perfect, still hurts Russia.

  5. No one wants to cut down on Russian oil as the supply shock to the market will drive prices up. The idea is to cut Russian revenue. This means that Russia is allowed to sell their oil, but it has to be at a huge discount. Even India and China are following a Russian price cap.

Every sanction and every price cap have been used by China and India to force Russia to give an even bigger discount. They don't truly support Russia, but they will take advantage of the country as long as Russia is desperate for buyers.
