The general embarrassed the military establishment so bad that they had to rerun the war games where the US team was given the handicap of knowing where all the adversary military assets were hidden. Basically, they had to cheat to win against a hypothetical Iran commanded by a 3 star US general.

If China attempts to invade Taiwan today, an army of conscripts isn't going to have the know-how to face F-16s and tomahawk missiles smashing into troop carriers.
