In countries like Libya, Somalia, and Afghanistan, the government can't afford to pay their workers enough to preform basic services. Bribes have essentially become frees to get government officials to do their jobs. It almost like privatizing government services in the worst way possible. It is not a great system, but the alternative would likely be zero government services.

@leolucas1980 The failed states can't pay their employees a liveable wage or pay them consistently. Bribes are necessary to keep services running.

@leolucas1980 In failed states, the alternative is no services. It is almost privatized to the point where they need to be affordable enough for people to bribe them, or they won't bring enough money to pay the bills. Again, there isn't a better option in these countries.

China has dominated the African market, because Chinese corruption gives their companies a competitive advantage over Western companies who could face jail time over bribes.
