Russia trying to recreate its air campaign in Syria where it crushed the civilian population's will to fight. However, the difference is that Syrian fighters lost hope because they didn't have the ability to fight back. Meanwhile, the Ukrainian army is ready to advance against Russian lines.

Even if there isn't a guarantee that Russia won't come back, it would still be preferable for Ukraine to have Russia leave voluntarily than to try to push them out with military forces. Think about it. What is a better strategic position: Ukraine capturing Crimea or Ukraine fortifying Crimea
