@WalterDempsey-bj6ut It was passed by Congress. They passed a spending bill that allocates money to each agency and describes how the funds are to be used. The president is the executive who is supposed to roll out this spending. The president doesn't have the legal authority to ignore the law passed by Congress to spend however he pleases. For example, Biden couldn't divert funds allocated to the border patrol to be spent on green energy or Ukraine aid even if he really wanted to.

What are you disputing? Is it okay for Trump to ignore the Constitution to spend money on what Trump wants instead of what is legally allocated by Congress?

@middleguy1776 Article I, Section 9, Clause 7 (the Appropriations Clause) and Article I, Section 8, Clause 1 (the Taxing and Spending Clause) Congress is the one who decides how much and where money is spent. The president doesn't have the authority to ignore spending bills to use as he pleases. For example, Biden couldn't use funds allocated to the border patrol to be spent on Ukraine aid. Meanwhile, the Trump administration is using his election win as a mandate to put Trump above the law and constitutional limits.
