Geographically, Northern California is more similar to the Northwest. San Francisco itself averages more rainfall than London, England with very moderated temperatures. NorCal doesn’t even use water from the Colorado. Even the parts of Cali that do are a rather small area. Most of SoCal water is ground water, Own’s valley water, Local mountains areas like Lake Arrowhead, and snowmelt from the Southern Sierra. So really, a Colorado river drying wouldn’t be that bad for any part of California. It is the lack of snowmelt from the Sierras and the lack of heavy winter rainfall in both the mountains and the coastal region from Santa Barbara to Crescent city that is detrimental. Lastly, the drought is affecting the entire west including Oregon and Washington and have affected rainfall patterns as far north as Southern Alaska.
