  1. Encanto is one of the roughest places in San Diego county. I know that as I use to not live far from there and travel through there all the time. This is an outlier.

  2. They are already up due to corporate landlords. It has always been that way even going back to the history of older monopolies in California.

  3. Is it just to own said property? If it is, then I say fair despite the fact that rent is a bad market and a waste to society. After eviction, then build or find a home for these people to live at. If not, then re-distribute that home to the squatter I say as no one should own that much to cause others harm.
