Yes. The Main Battle Fleet - where the crews slept ashore in Barracks - and spent a large part of their time being idle - were the ones that mutinied. The Fleet Commanders ordered the Fleet to sea for one last Glorious Battle with the British - and the crews refused to go to their deaths. The Submarines - were active and their crews had a purpose. Them going to sea was not in the least bit suicide the way a last battle would have been for the High Seas Fleet. .

A larger sub the Germans used during WWIi was the Type XIV Submarine Milchkuh or Milk Cow https://en.wikipedia.org/wiki/Type_XIV_submarine These had no torpedoes or anti shipping guns - just AA. They were only meant as resupply ships. They built 10 of these to supply other submarines at sea but most of them were lost in 1943 when the Allies began getting aerial coverage of the mid Atlantic - and Hunter Killer groups with Escort Carriers . While resupplying another sub - both were highly vulnerable to air attack. All were eventually lost. Here - Ultra intercepts would give the Allies Tracking information that helped them target these ships. One of the main German mistakes was to much use of Radios in their sub operations. They were not talking sub to sub - but sub to home. Their transmissions enabled HFDF to locate them. .
