Of course - if you already have this in digital format - the OCR part of it may not be needed. It would depend on whether or not you have something that can process the digitized version of the Japanese into English. Having a human translator do it all manually could be your best option. .

@conservativemike3768 I had a project where we were doing Optical Character Recognition 25 years ago or so ... and the thing with that - is that you have to have some one read the original to make sure the OCR software did it right - which it will NOT do 100%. Things might be - I would assume they are - much better now - but still - you need to have someone read the output and compare it to the original. I would simply never trust the computers to do it right. Here - one problem - is that you actually need to have this done several times to make sure you caught all the errors the Humans Made ... AND this was all done in English ... what you really would need to do that was a Japanese Company that Specialized in OCR. There may well be commercial Japanese Companies doing this - but - that will be expensive. The American Contractor I worked with doing OCR was. This is a chronic problem for all English Language Historians and one Parshall and Tully comment on in their work. One problem they had - was in trusting the Japanese version of things too much. .
