  1. I think a time limit might be more effective than cutting the mic. Every time either side starts talking, the timer starts running, even if it’s not their turn. Then when it is their turn, if they find they’ve run out of time, tough.

  3. If they’re out of time, they have to skip their turn. Just to add to the fun, rather than making it a fixed time allocation per topic, make it a total time allocation. Let Trump run off at the mouth and talk over Biden as much as he wants, because you know he will, until he finds out he’s squandered all his time, and has to shut up for the entire rest of the debate, when Biden can talk uninterrupted.
