  3. One problem is they have to give time to the proprietary computer operating system vendors, namely Microsoft and Apple, to issue software patches. Remember what happened in 2007 or so, the last time daylight saving changes happened in the US? And all the problems people had with their computers as a result? On Linux, we use something called the Olsen database, which is just a bunch of data files that can be updated without patching any software. I was just looking at the data for South America, and boy is that full of tweak after tweak from year to year. I remember one year, the Parliament of one country voted to extend daylight saving with just about two weeks to go before it would have ended. The maintainers of the Olsen database got an amendment out within a few days.
