  6. They could easily declare bankruptcy ... then reincorporate under another name, and get back to the same old business. That kind of thing seems too easy to do under US laws.

  7. Here in NZ we have an Independent Police Conduct Authority, quite separate from the Police. They automatically become involved every time someone gets seriously injured or killed as a result of some police action, and members of the public can even raise specific complaints with them. Does the US have anything similar?
