  1. They may not be turbining anything, either. A turbine needs a duct with impeller and compressor fans in it. A bunch of blades moving in open air is called a “windmill” regardless of whether it’s actually connected to any kind of “mill”.

  2. I think I know why they’re called “wind turbines”: think of it as a marketing thing. It’s an analogy with hydroelectric power, where the water flows through actual turbines that spin the generators to produce the electricity. So when the marketers wanted to sell the idea of generating energy “like hydro, but with wind”, they realized that, even though they are using windmills rather than turbines, the term “windmill” is going to evoke images of those quaint wooden things from bygone centuries, and distract from the message. So they hijack the term “turbine”, just to make it sound better.
