13:52 Is that what the Martians did, perhaps? Foreseeing a future when they would lose most of their water and atmosphere? Is that a solution to the Fermi paradox -- that everybody is off in their own virtual worlds, and no longer care about space travel?

Thought: twice the radius with the same density may mean twice the gravity and twice the escape velocity, but it also means four times the surface area, with correspondingly more room for harvesting natural resources, population growth etc. (Remember, the most important resource for any intelligent civilization is its population.) And for spaceports where a dirty great rocket could blow up under testing with minimal impact on everybody. So, adding up all the economic as well as technological factors, yes, it does seem feasible that they could become space-faring. Maybe even more feasible than us.
