I think this is being over explained, quite literally Trump dismantled DACA and gave the DACA recipients 6 months until he takes action against them, by extension that gives congress 6 months to draft a bill and pass it through the house and senate like any other law, what direction that takes isn't even up to Trump until the bill hits his desk and by then if it's so damn hair-brained and insane and the public outcry is great enough he will veto it, this is nothing but a great opportunity. Hell it's possible nothing gets passed, essentially all the bases are covered, besides how good do you think it's going to look if Republicans can get together on some bullshit like DACA but not Obamacare? lol
