U.S. resident here. Boris Johnson had to know. It's his own staff having a party at No. 10, and even though it's a big place, Boris Johnson does live there. So they throw Allegra Stratton under the bus, when others, including the PM, are equally culpable. Anyway, the guy who always has a bad hair day follows the rules of his pal (the previous POTUS), who has equally bad hair. Just deny everything and claim it's fake news. Never say "the buck stops with me." Nothing new here.
