  1. Regardless whether that home looked like it was about to fall down on its own, the developer didn't own the land, and had no right to build on it. It doesn't matter if the property owner is behind in their taxes, it's not the developer's land to build on. It's not right the house was bulldozed with all their possessions inside. The developer should eat it. The property owner should get what they built on it, plus reimbursed for all damages. The developer has no rights, contrary to what they may say. If they did, any developer looking at some unoccupied property can build on it, then lease the place.
