Basic physics determines the outcome. Heat,and by that I mean the Fermi level of energy in a molecule,determines the state of that molecule. A solid becomes a liquid becomes a gas. Each change of state transfers energy in the form of expansion or contraction of a molecule. These are sudden limits,not gradual. A solid,say ice isn't readily transported and it's transfer of energy within a solid matrix is slow. In water,turning into a gas,steam,and then back to water the transfer is fast for a given mass. Power is a change of state in units of time. BTUs per hour. The salt solution can only transfer 12k btus with say,1200lbs of solution. Whereas it takes about 1.5 lbs of gas. I'm using water because everybody is familiar with it and most people cook with it. They are mostly unfamiliar with dry superheat which acts more like a gas.
