I don't think the reason is that Trump is stupid but his ego is way bigger than is intelligence. He's smart enough to understand that he said stupid things earlier but his ego doesn't allow him to say that out loud and explain what he actually meant originally. Trump also seems to believe that other people are so stupid that they cannot notice that he failed to answer the question. And he definitely believes that ad hominem is a valid argument in any situation.
