Public Schools are not the problem, the problem is that adults are not taking the responsibility for the misbehaving kids. Both the parents and the general public. At least here in Finland, even if there's no question about bullying / the attacking party, it's officially impossible to get the bullying kid to change the school if the situation cannot be improved with both kids being in the same school. The only "solution" that's officially available is that the kid that's getting bullied changes school. So this "solution" makes sure that the kid that's the target is going to lose all his or her remaining friends in the school and best luck in the next school. Obviously, many times this solution may be worse than just suffering the current situation. Also, here in Finland, the problem is not that teachers are not well-educated (*minimum* bar for a teacher in Finland is Master's degree, it's not legal to have a permanent position in school without proper education) but the fact that Finland is so byrocratic that teachers and the principal cannot do anything better within the legal restrictions.
