I think the problem with scalpers is caused by manufacturer selling the products for too cheap. If they truly cannot increase their production speed, they should increase the prices so high that scalpers cannot make any profit anymore. Start with some insanely high price and constantly decrease the price until somebody purchases the product. Keep slowly decreasing the price until another customer accepts the deal. This both maximizes the profit for the manufacturer (who now has more resources to build more products and reduce shortage) and kill scalpers in the process. If everybody (including the scalpers) knows that the next product will be slightly cheaper than the one that the scalper purchased, there will be zero incentive for the scalper to purchase any products. This same method would work nicely for concert tickets or any other item or product that is expected to be sold by scalpers.

It seems that Ford is trying to do the same as Ferrari is doing with some of their cars. Purchasing some of those Ferrari cars requires you to sign a contract that specifies how the car can be used, how you can publicly display or speak about it, and if and when you can sell it to another owner. If you don't sign the contract, you are not allowed to purchase/lease/rent (whatever you think the contract forces you to do) the car. This all is totally okay in my books because you have to sign the contract before you can even purchase the car. If, on the other hand, marketing makes you think that you're purchasing a car that you actually own, and then get these extra restrictions it is not fair trade anymore.
