Big systems (cloud or otherwise) have backups which contain a copy of the deleted file in some deep froze tape archive somewhere. The only way to actually remove the file for real requires it is marked as deleted for so long that it doesn't get included in new backups and every existing backup must bitrot or the backup storage needs to be recycled as storage for a newer backup. All we can have with big systems is the latter case delete.
