  1. The technologically hardest part of recreating Twitter would be scaling while growing up. It doesn't make sense to start competition with enough hardware to handle equally lot traffic as Twitter. However, creating an architecture that nicely scales to big amounts of traffic is hard. And probably the people with best knowledge to effectively scale service like Twitter are already employed by Twitter. If you don't mind higher cost of running the service, sure that's easy. But if I've understood correctly, even Twitter seems to have problems scaling with low enough cost.
