@LMB222 no it doesnt it just means the group policy needs to limit users and should also limit admins responsibly. getting root access through a hack will happen either way as its a hack but as long as you make competent policies then there will be no more risks than there is right now. however competent admins would also then have the ability to change things making certain scripted hacks no longer viable making the system more secure. For example you could create a completely new set of "built in" system style users to handle things using completely non standard names and access credentials. this would stop some people from hacking in even if they somehow got on the system say through social engineering.
