SCMP never seems to dispoint with its anti China undertone, the frame of this opening statement is completely wrong, plus in 2004, China was not (still is not) in competition with any country on high-speed rail, it was a relatively poor country just started to develop/industrialise, it planned to upgrade its rail infrastructure. What rival/competitor is SCMP talking about?

And why is it your place to judge it on any of the above criteria since you don't live there and use any of such infrastructure? Many HK media are anti China, because HK is still under the ''One Country, Two System'' rule, China has very little influence on HK media and its contents.
