And guess who's been opening up factories and investing in these countries the US is boasting to replace China? China. Because China has the money, the expertise and the connection (within China). And it fits right in with China's BRI project, countries welcome China to do business there, help their economy grow. So on the long run China still benefits and the West's reliance on China's manufacturing is still the same. The US/West is never going to really address their under-capacity problem.
