Yes, it is either all or nothing, otherwise it would not work, that was what happened in Italy 3 weeks ago, a sort of ''lock down'' but still people were all over the place in streets, parks and shops and transports were running as usual, workers going to non essential works, they really only started to do a proper lock down a week ago after taking advice from China.
