China builds value for money infrastructures in exchange for its needed resources, it offers flexible affordable financing without political conditions attached, most importantly, China is not interested in intervening the internal politics of these countries, China just wants to make good business deals, establishes mutual beneficial relationships, America however wants to come in exploit the resources belonging to the people of these countries for large profit gains, and if the people complain about it, America would then try to regime change their governments. It really is a no brainer why Latin America chose China.
