  1. Rules without someone to enforce them are meaningless. If the rule of law is optional than there is no rule of law. And if you have someone to enforce them, who guarantees that the enforcers don't create new laws? And when you have something/someone who enforces rules, he/it/they need a monopoly on force. Otherwise the Rule of law is meaningless too.

  6. Because no anarcho-capitalist country ever existed. As soon there is a power vacuum, a rule of law will form no matter if just or unjust. the only instance of anarcho-capitalism existing is the stone age. And see what happened.
