  5. The reason are extractive and corrupt institutions from the colonial era, or communism. The stories where post-independence leaders used the infrastructure and institutions of the previous rulers to enrich themselves or "settle" old tribal grievances are plenty. The reason why Botswana is doing so well compared to other african states is because it was never a true colony but a protectorate of the British. It did not have the colonail baggage. Institutions matter a lot more than people realize. Just changing leaders does not make things better. Institutional legacies are similarly causing problems in South an Central America and Post-Soviet Europe.
