Building on a flood plain will inevitably result in property damage, evacuations, etc. Clearly there's some who haven't figured this out yet.

John Ortiz...A river flooding isn't a "disaster". It's been happening for billions of years.

@letsprayandfasttogether9618 ..Everywhere? The last time? How about last year. And the year before that. And the year before that. And... You get the point. The earth is 4.5 billion years old. The North American continent is about 200 million years old. After the last ice age, vast river systems were formed. Those rivers have been overflowing their banks ever since.

Youngandrestless Jean ...Good info. I now know the flooding isn’t just in flood plains. And as you point out, it was a combination of many factors. That said, I understand many of the areas flooded are the same as 2011. And the same as one of the worst flood years ever, 1970. People always talk of the importance of preparing for ‘one in a hundred year’ events. But this area of NE has seen 3 major floods in only 50 years. With minor flooding many years in between. Clearly the areas effected must do a far more serious review of their river control strategies and where building is allowed.

@die-hardjhopestan7206 ..Fair point. As more info comes out, I see that a failure of a levee also contributed. But many areas being flooded are exactly the same as in 2011 and other years. I stand by the main point in my comment. Insanity is doing the same thing and expecting different results. Clearly this area of Nebraska needs to reevaluate their river control strategies and where they build.
