About 11 million people are here without having proper citizenship. While some of them pay payroll and sales taxes (i.e. it's estimated California gets over a $Billion per year this way), the vast majority do not. I think the SCOTUS has a difficult task. On the one hand, we have the Constitution's general reference to counting "people" of the country (with no qualifier whether they're undocumented) and on the other, we have common sense.
