I think a key result of the investigation will be that the Lion Air and Ethiopian planes didn't have the optional safety upgrade for the Max 8's MCAS (Maneuvering Characteristics Augmentation System). Boeing should never have made such a critical feature optional and should have taken faster action after the Lion Air crash.
