  2. Cuomo is just a Governor, albeit for the second largest State. People need to realize that his "powers" are very limited in the big picture. That said, New York has been an epicenter for the pandemic, primarily due to lack of action and denial (i.e criticizing Trump's China travel ban) by Cuomo and De Blasio early in the crisis. So it's quite understandable they'll be days or weeks behind much of the country in terms of opening up.
