  1. Cities like Seattle must take a far more hard-line approach to dealing with the issue. For example, the more services and free support they offer, the more they'll attract. As they guy interviewed noted..I'll bet the vast majority of 'homeless' aren't from Seattle or even Washington State. They're there because of easy access to drugs, lots of free services, and a 'community' of people just like them. It'll only get worse unless some hard decisions are made.
