  1. It's called Separation of Power. It's a key principle in the Constitution. It's intended to ensure Congress doesn't abuse their power. The Executive Branch's ability to ignore Congressional subpoenas has been supported by the SCOTUS. Trump has been forced to use it repeatedly, due to the Dems incessant political games. Past Democrat administrations have also leveraged the principle.

While it’s technically true Congress could arrest a member of the Executive Branch for defying a subpoena, the President has a number of powers that could negate the move. For example, he could order the Justice Department to ignore the request or, if it went too far, simply pardon the person. The Dems haven’t tried to fight back because they know they’re playing political games and don’t have a chance of getting the SCOTUS to back them up. Trump will have many great legacies from his first term and his use of Executive power to get things done for the country and prevent the Dems from succeeding in their ridiculous games will rank right up there.
