Just a comment. It makes sense that some members of a wily and intelligent people would engage in corruption in a culture that tolerates it. Hell, I would (except I have to look in the mirror and my momma said to be good). And being shady becomes a lifestyle. So winkling out these termites isn't going to be easy. You could appeal to their consciences but they pretty much already signed with the Devil. So it has to be a cultural revolution. If it's dirty, no touch, good Ukrainian.
